Higher Education Procurement Code Section 525.A (7) & (8) allows for noncompetitive purchases of publications and/or copyrighted materials when purchased directly from the publisher or copyright holder. These purchases may be made via LaCarte or direct charge per PRO-U525.A: Exceptions to the Competitive Solicitation Process, as long as documentation confirming that the vendor is the publisher or copyright holder is attached to the invoice or LaCarte entry submitted for payment. This documentation can be in the form of a copy of the page of the book that depicts the publisher or copyright holder, a print out of a web page that depicts the publisher or copyright holder, etc).
NOTE: This DOES NOT include purchases from retail bookstores. These purchases exceeding the small purchase threshold should be submitted in a requisition and released to purchasing to be solicited for competitive bidding.
