Proposals Received for University Lakes Project

Notice of Intent to Award Anticipated Mid-December

LSU LakesBATON ROUGE – University Lakes LLC has received 19 professional proposals in response to three requests for proposals focused on beginning to restore the six lakes surrounding the LSU campus: City Park Lake, Erie Lake, College Lake, Campus Lake, University Lake and Crest Lake. University Lakes LLC was established by the LSU Real Estate and Facilities Foundation, an affiliate of the LSU Foundation, to implement the University Lakes Project.

RFPs for master design services, geotechnical data collection and sediment sampling, and bathymetric and stump identification survey were issued Oct. 16, 2020, with a response deadline of Nov. 20, 2020.

The four responders to the RFP for bathymetric and stump identification survey were BFM Corporation, Fenstermaker, Forte & Tablada and NTB Associates. The 10 responders to the RFP for geotechnical data collection and sediment sampling were Ardaman & Associates; Fugro; GeoEngineers; Gulf South Engineering and Testing; Premier Geotech and Testing; Southern Environment Management & Specialties, or SEMS; Southern Earth Sciences Inc., or SESI; S&ME Inc.; The Beta Group; and Thompson Engineering. The five responders to the RFP for master design services were SWA + Carbo Team, Design Workshop, OJB Landscape Architecture, Sasaki Associates and SCAPE Landscape Architecture/Stantec.

An evaluation team comprising representatives of each project partner will make recommendations to the Project Management Committee, which will make final selections related to all three procurements. Selections will be announced publicly once all proposers have been notified. Full responses are being kept confidential at this time to preserve the integrity of the competitive bid process.

Upon completion of the design phase for the University Lakes Project, the initial phase of construction will begin. It will include deepening and reshaping of City Park, Erie, Campus and College Lakes, as well as pedestrian and bicycle path improvements around City Park and Campus Lakes.

Updates on the progress of the University Lakes Project will continue to be released publicly. The coalition that was formed to restore the lakes includes the State of Louisiana, the City of Baton Rouge, BREC, LSU and the Baton Rouge Area Foundation. These project partners have initiated outreach efforts with the surrounding communities, as well as other communities in the greater Baton Rouge area, all of which will enjoy the benefits of these six lakes serving as a major destination for families and recreation enthusiasts.
