SBIR and STTR program guidelines stipulate that only small businesses may apply for funding. Universities are not eligible under federal law. The Principal Investigator (PI) for a SBIR grant must be employed more than 50% by the small business applying for the SBIR Grant and the PI may not be employed elsewhere on a full-time basis.

Since a SBIR small business applicant may choose to collaborate with a research institution and STTR programs (a small business applicant must subcontract a minimum of 30% of the proposed work to a collaborating research institution), opportunities are available for LSU faculty to participate in SBIR and STTR programs through subcontracts to LSU from the small business.
