First Writing Assignment Due in class June 24
You are to write an essay about the readings from the Nelsen and Stubb reader. You may write on either of the topics below. Your essay should follow the format described below, and be around 3 pages long. When citing or quoting course readings, be sure to use quotation marks, and indicate the author and page number for each quotation. You should need no other sources for this assignment, but if you use other sources, be sure to indicate clearly what sources were used, and which ideas you took form each source.
Essay A.
- Briefly describe the federalist and functionalist approaches to European Unification.
- Reread the Briand plan, the Ventotene manifesto, Churchill's Tragedy of Europe speech, the Schumann Declaration, and Jean Monnet's "Ferment of Change." For each of these works, identify passages which seem closer to the functionalist or federalist approach.
- Discuss any patterns or trends that you can identify in the readings. Do they generally lean towards functionalism or federalism? Does the balance change over time? Are the individual authors difficult to classify?
Essay B.
- Based on the readings by Moravscik and Stone Sweet & Sandholtz:
- Describe what is meant by the intergovernmental approach vs. the supranational approach.
- These approaches are often though of as irreconcilable alternatives. Do the authors see any sort of room for compromise or agreement between these approaches? If so, what common ground do these viewpoints share? If not, why not?
- Read the pieces by De Gaulle and by Thatcher. For both of these authors, does their vision of Europe fit a federalist or functionalist pattern? Or is it more intergovernmental? Cite passages from them to back up your case.
