To be certified as a Minority Business Enterprise, a firm must be at least 51% minority-owned, operated, and controlled. For the purposes of NMSDC’s program, a minority group member is an individual who is at least 25% Asian, Black, Hispanic of Native American.

To be certified as a Veteran/Service-Disabled Veteran-Owned Small Business, a firm must be at least 51% owned and controlled by one or more service-disabled veteran(s), have one or more service-disabled veteran(s) manage day-to-day operations and also make long-term decisions. Eligible veterans must have a service-connected disability.

Lesbian Bisexual Gay Transgender Owned Business Enterprise - LGBTBE – NGLCC (national)

To be certified as a Lesbian Bisexual Gay Transgender Owned Business Enterprise, a firm must be majority (at least 51%) owned, operated, managed, and controlled by an LGBT person or persons who are either U.S. citizens or lawful permanent residents, independent from any non-LGBT business enterprise, and principal place of business is in the United States and the business is formed as a legal entity in the United States.

U.S. SBA 8(a)-SBA (national)

To be certified as a U.S. SBA 8(a)-SBA Business, a firm must be at least 51% owned and controlled by U.S. citizens who are socially and economically disadvantaged, have not been previously certified as an 8(a), have a personal net worth of $750K or less, adjusted gross income of $350K or less and $6 million or less in assets, demonstrate good character and potential to perform on contracts.

Electronic Access to Solicitations

Invitations to Bid (ITBs), Requests for Proposal (RFPs) and Construction bids, or public notices thereof, issued by LSU are electronically posted on the State of Louisiana LaPAC website administered by the Division of Administration, Office of State Procurement.

LaPAC, the Louisiana Procurement and Contract Network, offers suppliers electronic access to solicitations issued by state agencies. Suppliers enrolled in LaPAC can request to receive e-mail notification of LSU postings. All new vendors that wish to register must use the LaGov vendor enrollment portal and pay subscriptions fees to receive email notifications of bid opportunities effective April 1, 2014.
