Streamlining, Commercialization & External Affairs Task Force Groups Meet Wednesday in Baton Rouge

BATON ROUGE – Three task force groups of the Transition Advisory Team held their third meetings on Wednesday, May 8, at the LSU AgCenter.  The task force groups are part of the LSU 2015 process for the reorganization of LSU.  The meeting was streamed live via the Internet for those who could not attend and meeting archives are available at www.lsu.edu/tat.
 

The Streamlining Procedures, Rules and Regulations Task Force met to review Presidential Memorandums in a discussion led by Todd Barre’, director of budget and institutional research for the LSU AgCenter; Brad Jewell, vice president and chief financial officer of Pennington Biomedical Research Center, and Brian Nichols, chief information officer for LSU.
 

During the discussion, Task Force Chair Bill Slivia wondered if perhaps there could even be a better term for such documents.
 

“Presidential Memoranda makes them sound very old and inflexible,” he said. “We should consider whether we need a better term that not only explains what these are, but how they can evolve.”
 

The task force also heard an update on personnel recommendations from Ann Coulon, vice chancellor for administration at the LSU AgCenter, and Gene Doucet, director of human resource management at Pennington.
 

The Streamlining Procedures, Rules and Regulations Task Force is investigating paper flow, process, authority and accountability, including the by-laws of the Board of Supervisors, presidential memoranda and campus policy statements.
 

The Commercialization and Technology Transfer Task Force was up next, focusing on removing barriers, stimulating discovery and increasing deal flow.
 

Patrick E. Reed, Office of Technology Management for LSU Health Sciences Center New Orleans, led a discussion about best practices in tech transfer, based on his previous experiences working in technology licensing at Georgia Tech.
 

Reed stressed that while there is no “one-size-fits-all” model that could work for every university, at Georgia Tech his office focused on the qualities of flexibility, accountability, transparency, efficiency and catering to industry. As a result, in 2011 the office filed 246 patent applications, had 79 licenses issued with 78 of those executed. Overall, Georgia Tech’s office of technology licensing has helped create more than 100 startup companies since the year 2000.
 

Nicole Honoree’, director of research and economic development initiatives for the LSU System, discussed the history and opportunities of tech transfer in the LSU System. Honoree’ explained that streamlining the system approach could be so much more than an entrepreneurial exercise.
 

“It’s not always about the licensing income,” she explained. “This offers universities a way to further engage faculty with the business community, which can benefit both parties in a number of ways.”
 

The External Affairs Task Force heard from Edward Miller, director of Federal Affairs for M.D. Anderson, who discussed governmental relations at the federal level. This task force is reviewing policy communication, coordination, and branding focusing on governmental relations, message development and marketing, and production/back-office functions.
 

Christel Slaughter of SSA Consulting, who is facilitating these meetings on behalf of the LSU Board of Supervisors, suggested that improving the system’s approach to external relations could pay dividends.
 

“Part of any strong state university is its statewide footprint,” she said. “LSU has got to get better at exercising that.”
 

Task Forces have been formed to focus on specific areas of priority in the realignment process. During these meetings, testimony is provided by national and local subject matter experts. Reports and findings are discussed and input from the public is heard. Information from the Task Force meetings will become part of a final report to be submitted to LSU’s Transition Advisory Team and ultimately to the LSU Board of Supervisors.
