FEDERAL FINANCIAL AID PROGRAMSThe Office of Student Aid & Scholarships administers a number of federally funded financial aid programs to assist students in meeting their educational costs. All such programs are subject to regulations authorized by the United States Department of Education, as well as University policies consistent with these federal regulations and are subject to change.
Detailed information on these programs can be found in the handbook, Student Aid and Scholarships, available through the Office of Student Aid & Scholarships or the Internet at www.lsu.edu/financialaid.
Grants• Federal Pell Grants--Undergraduate students working toward their first degree are eligible for consideration. Eligibility is determined by a federal need analysis formula.
• Federal Supplemental Educational Opportunity Grants--Undergraduate students working toward their first degree, who show exceptional financial need may qualify. Funds are limited.
Campus-Based Programs• Federal Perkins Loans--Low-interest (5 percent) loans made by LSU and repaid to LSU. Students must show financial need and be enrolled at least half-time. Deferment and cancellation privileges are available under certain circumstances.
• Federal Work-Study Program--Campus jobs provided to full-time students who show financial need. Students earn an hourly wage (beginning at minimum wage) and are paid every two weeks. Students who are awarded Federal Work-Study employment have the option of choosing job sites designated as community service agencies.
Federal Family Education LoansStudents borrowing under the Federal Family Education Loans Programs described below, except PLUS, are required by federal regulation to have an entrance counseling session before they receive their first disbursement at LSU. When a student borrower graduates, resigns, or otherwise ceases to be enrolled on at least a half-time basis at LSU, he/she is required to attend an exit counseling session. These counseling sessions can be accomplished at www.nelliemae.com.
• Federal Stafford Loans--Based on financial need, this program enables students to borrow funds at a special low rate of interest from a participating lender. Payments are deferred until six months after the student ceases being enrolled on at least a half-time basis.
• Federal Unsubsidized Stafford Loans-- This program enables students to borrow, regardless of need. Interest will accrue on this loan while the student is enrolled, and may be paid or capitalized as agreed by the borrower and the lender. The interest rate on the unsubsidized loan will be the same as on the Federal Stafford Loan.
• Federal Parent Loan for Undergraduate Students (PLUS)--This program allows parents of dependent students to borrow per year up to the cost of education, less any other aid, at a special low rate of interest. The repayment period begins on the day the loan is disbursed, and the first installment to the lender is due within 60 days of that date. This loan is not based on need.
ELIGIBILITY FOR FINANCIAL AIDIn general, new, transfer, and re-entry students must meet the following criteria to apply for the various loan, job, and grant programs. The student must:
• Be enrolled as a regular student in a degree-granting or certificate program.• Be enrolled at least half-time (most programs--regular semesters: undergraduate, six hours; graduate, five hours; summer term), undergraduate and graduate, three hours.
• Not be in default on prior student loans or owe a refund on a federal grant.Continuing, new, or prospective LSU students who wish to apply for the programs described in this section should file either the Free Application for Federal Student Aid (FAFSA)or the Renewal Application. The FAFSA is available at most high schools or by contacting the LSU Office of Student Aid & Scholarships. Renewal Applications are mailed directly to prior-year applicants by the U.S. Department of Education. Students with appropriate Internet access may apply on-line at http://www.fafsa.ed.gov.It is recommended that the application be filed no later than March 1 for summer or fall enrollment or October 1 for spring enrollment. These applications cover aid awarded for the upcoming academic year (beginning with the summer term) and application must be made each year.
Satisfactory Academic ProgressIn order to receive financial aid, a student must be making "satisfactory academic progress." For the purpose of participating in any of the federal student aid programs, the LSU Faculty Senate Committee on Student Aid and Scholarships has established the following policy for determining satisfactory academic progress for undergraduate students:
• Students with less than 60 earned hours must not be on scholastic probation. If this established criteria is not met, students may seek to appeal if mitigating circumstances affected their academic performance. Students are notified when they are not considered to be making satisfactory academic progress and if they qualify for the appeal process.
Graduate StudentsGraduate Students shall be expected to earn at least an average of six hours of credit for each semester when registered as full-time or a proportionate number of hours of credit (usually 75 percent of hours carried) when registered as part-time. This will apply for each academic year in which the student is enrolled, as well as for his or her cumulative graduate academic record. Professional school students pursuing a professional degree program in either law or veterinary medicine shall be expected to earn at least an average of 12 hours of credit for each semester when registered full-time or a proportionate number of hours of credit (usually 75 percent of hours carried) when registered part-time. This will apply for each academic year in which the student is enrolled, as well as for his or her cumulative academic record in a professional school.
Resignations/Unofficial WithdrawalsStudents who receive financial aid funds and then resign or unofficially withdraw (cease attendance) during the first 60 percent of the enrollment period will be required to repay all or part of the aid they received. The amount of aid that must be returned is based on the period of time the student remained enrolled. For example, if a student was enrolled for 30 percent of the semester (calendar days), the student is only entitled to 30 percent of the total aid received. The remaining 70 percent of federal aid must be returned to the appropriate programs in the following order: Unsubsidized Federal Stafford Loans, Federal Perkins Loans, Federal PLUS Loans, Federal Pell Grants, Federal SEOG, and LEAP. The amount of aid to be returned will be calculated at the time of resignation. For unofficial withdrawals, the amount will be calculated at the end of the enrollment period. Until this obligation is settled, requests for academic transcripts will not be processed and any further financial aid may be in jeopardy.
RefundsStudents who receive financial aid funds and then officially resign from the University may be entitled to a partial refund of certain University fees, depending on the resignation date. Specific information regarding the refund schedule is available in from the Office of the University Registrar.
Campus EmploymentThose students who want to work on campus, but do not qualify on the basis of financial need, may seek regular student employment by contacting various departments on campus. Only full-time students who are not on academic probation are eligible to hold campus jobs. Graduating seniors who are part-time in their final semester may have permission to work in a campus job. The Job Location and Development Program located in B12 Coates Hall provides assistance with locating part-time jobs on- and off-campus. Graduate students should inquire about the availability of assistantships in their departmental offices.
Short-Term LSU LoansFull-time students may apply for short-term Hiram Student Loans for $300-$500. Students must not be on scholastic probation to receive these loans. Loans are made starting on the first day of classes; the process continues until October 1 for fall, March 1 for spring, and July 1 for summer. Students are permitted a maximum of 60 days to repay the loan in full. A 2 percent service charge is assessed on the amount borrowed. This 2 percent service charge is equivalent to an annual interest rate of 12 percent.
Hiram Student Loans are to be repaid at the Office of Bursar Operations, 125 Thomas Boyd Hall, on or before the maturity date shown on the promissory note signed by the student at the time the loan was negotiated. Students who fail to repay Hiram Student Loans by the maturity date may jeopardize their chances of receiving future loans.
Accounts that must be turned over to LSU's attorneys for collection are assessed an additional collection fee. All international students who are interested in Hiram Loans should contact the International Student Office prior to receiving loans or working in jobs on campus.
Services for Students with DisabilitiesThe Office of Student Aid & Scholarships is a TDD (Telecommunications Device for the Deaf) location. Hearing impaired students may call 225/578-3675 to communicate with a financial aid officer. Students with physical disabilities who must confer with a financial aid officer should contact the office for an appointment in advance so that appropriate accommodations can be made.
VETERANS' BENEFITSThe Office of the University Registrar, 112 Thomas Boyd Hall, provides counseling and information for veterans attending LSU. Enrollment certifications to the Veterans' Administration are handled through this office, and all veterans and eligible dependents of deceased or disabled veterans are urged to establish contact with the Office of Veterans' Affairs when they arrive on campus. New students who wish to receive advance pay should notify this office at least 30 days prior to registration.
